Cross-Border Charges (CBC) – Foreign-Registered Vehicles

Overview

The RFA is authorised to collect Cross-Border Charges (CBC), also known as entry fees, from all foreign-registered vehicles entering Namibia. CBC ensures that foreign vehicles contribute fairly to the use and maintenance of Namibia’s road infrastructure.

  • All foreign-registered vehicles, including motorcycles, passenger vehicles, and heavy vehicles, are required to pay a CBC and obtain the corresponding permit.
  • In addition, foreign-registered vehicles, trailers, and semi-trailers with a carrying capacity of above 3,500 kg are obliged to pay Mass Distance Charges (MDC). The MDC is calculated based on the distance the vehicle will travel within Namibia.
  • Owners/operators must visit RFA offices at Namibian border posts upon entry.
  • Required forms must be completed, and all charges paid, before permits are issued.
  • Foreign-registered heavy vehicles must declare the odometer reading upon entry and exit from Namibia.
  • Owners/operators must ensure that drivers accurately record distances travelled in the vehicle logbook.
  • The distance travelled must correspond with the information on the MDC permit/form.
  • MDC calculations are conducted in accordance with accepted transport-economic principles to ensure fair and proportional charges.
  • CBC and MDC permits must always be kept in the vehicle.
  • RFA officials, Roads Authority weighbridge officers, and Namibian Police monitor compliance.
  • Failure to comply may result in fines up to N$4,000 or prosecution.
  • Permits must be handed in at the RFA border office when leaving Namibia.
  • Officials verify odometer readings and ensure compliance with issued permits.

Payment Methods:

  • One-time payments can be made at border posts.
  • Frequent travellers, especially operators of heavy vehicles, are advised to use Electronic Fund Transfers (EFTs) to pay for CBC and MDC.
  • Payment must be accompanied by proof to obtain the required permits.
