Mass Distance Charges (MDC)

Overview

Mass Distance Charges (MDC) are levied on heavy vehicles with a carrying capacity exceeding 3,500 kg that utilise Namibia’s road network.

MDC applies to both locally registered and foreign-registered heavy vehicles and is calculated based on the vehicle’s mass and distance travelled within Namibia.

The purpose of MDC is to ensure that heavy vehicles contribute proportionally to the maintenance and preservation of road infrastructure, as road consumption increases significantly with vehicle mass.

Heavy vehicles impose greater wear and structural stress on road infrastructure. In accordance with the user pays principle, MDC ensures that operators of heavier vehicles pay their fair share toward:

  • Road maintenance and rehabilitation
  • Infrastructure preservation
  • Long-term sustainability of the road network

MDC is payable by:

  • All locally registered heavy vehicles exceeding 3,500 kg
  • All foreign-registered heavy vehicles, trailers, and semi-trailers exceeding 3,500 kg while travelling within Namibia

All owners/operators of heavy vehicles registered in Namibia must:

  1. Complete the prescribed MDC Registration Form (available at the RFA Head Office or website).
  2. Indicate the estimated distance each vehicle will travel in the year following registration.
  3. Ensure all applicable vehicles are listed on the registration form.

The RFA determines:

  • The first date of liability for payment
  • The payment intervals
  • The amount payable based on the declared distance

When operating an MDC-liable vehicle:

  • The driver must record the distance travelled in kilometres in the vehicle’s logbook.
  • Owners/operators must ensure the logbook is correctly completed and kept in the vehicle at all times.
  • The recorded distance must correspond with the MDC assessment submitted to the RFA.

Failure to maintain a valid logbook may result in fines or prosecution.

MDC compliance is monitored by:

  • Roads Authority transport inspectors
  • Weighbridge personnel
  • Namibian Police officials


Operators may be required to present:

  • MDC permits
  • Logbooks
  • Proof of payment

Non-compliance may result in fines of up to N$4,000 or prosecution.

MDC Payments

Owners/operators must:

  • Complete assessments for the period under review using the prescribed Assessment Form
  • Submit assessments together with proof of payment

Payments may be made via:

  • Electronic Fund Transfer (EFT)
  • Bank deposits
  • Other approved payment methods

A Confirmation of Payment (COP) must be provided before the annual licence renewal of an MDC-liable vehicle.
