Overview
Vehicle Registration and Licence Fees form an integral part of Namibia’s Road User Charging System (RUCS). These fees are paid by vehicle owners for the registration and annual licensing of motor vehicles operating on Namibia’s road network.
The charges contribute to the Road Fund, which supports the development, maintenance, and management of the national and urban road infrastructure.
Through this system, vehicle owners contribute to the sustainability of the road network in line with the “user pays” principle, which links road use with funding responsibilities.
Vehicle Registration and Licence Fees serve several important functions within the road transport system. These include:

Vehicle Registration and Licence Fees are administered through the NaTIS (National Traffic Information System), which manages the national vehicle registration and licensing database.
Through NaTIS, vehicle owners can:
- Register newly imported or purchased vehicles

- Obtain vehicle documentation
