The Road Fund Administration (RFA) and Namibia University of Science and Technology (NUST) have signed a five-year strategic funding agreement valued at more than N$10 million to advance research, innovation, and capacity development in Namibia’s road sector.
Signed on 20 April 2026, the agreement will see the RFA invest over N$2 million annually in collaborative projects to address key challenges in road funding, maintenance, and long-term sustainability.
Priority areas of cooperation include the development of alternative revenue streams, such as distance-based road user charges and charging for electric vehicles; the exploration of public-private partnership models; climate-resilient road financing; sustainable construction materials; and strengthening laboratory and technical research capacity.
Speaking at the signing ceremony, Acting Vice-Chancellor of NUST, Andrew Niikondo, said the partnership reflects a shared commitment to bridging academic knowledge and industry application. He noted that the collaboration will support applied research, innovation, and practical solutions with real-world impact.
RFA Chief Executive Officer, Ali Ipinge, described the agreement as a strategic step toward strengthening the sustainability of Namibia’s road sector. He said the partnership would help develop efficient funding models, resilient infrastructure, and informed decision-making for the long term.
The RFA noted that Namibia’s road network remains among the best on the continent, but faces increasing pressure from funding constraints, rising maintenance costs, and climate-related risks. The institution estimates a road sector funding gap of approximately N$3.7 billion for the 2025/2026 financial year.
Both institutions said the partnership aligns with Vision 2030 and national development priorities, recognising infrastructure as a key driver of economic growth, trade, and regional competitiveness.
Through the agreement, RFA and NUST aim to combine academic expertise, industry experience, and local data to deliver home-grown solutions that will strengthen Namibia’s road network and support future economic development.
